Mapping HIV Criminalization Laws in the U.S. Overall Offenses and enhancements
The Center for HIV Law and Policy (CHLP) has released updated maps documenting HIV criminalization laws across the United States. The new maps reflect a comprehensive review based on CHLP’s Sourcebook on State and Federal HIV Criminal Law and Practice and introduce an HIV specificity scale to distinguish laws that explicitly or indirectly target people living with HIV and other stigmatized health conditions. They also provide greater detail on criminal penalty enhancements, supporting a more nuanced understanding of how HIV criminalization affects people, including those with intersecting marginalized identities. An accompanying user guide explains the methodology, updates, and key concepts needed to interpret the maps.
